E-residency

E-residency is not yet law. It exists as a proposal, CIT-006, and it will begin the day the citizens adopt it by vote. Until then no application can be filed and none can be approved.
The Union has no legislature. Laws are adopted by direct vote of the citizens, and Amendment V voids anything done to avoid that. So this exists, it is built, and it stays switched off until a vote turns it on.
What it is
A verified digital identity issued by the Union to someone who is not a citizen. It comes with an e-resident card and access to the Union's digital services.
What it is not
It is not citizenship and does not lead to it automatically. An e-resident does not vote, cannot sign a petition, and cannot stand for the Vice Presidency. Those belong to citizens under CIT-002, and nothing here changes that.
