CIT-006, e-Residency

Not law. The feature is built and inert; adopting this turns it on. Skip it if the Union does not want e-residency at all - nothing else depends on it.

CIT-006: E-residency. The Union can give e-residency to someone who is not a citizen. An e-resident gets a verified digital identity of the Union and an e-resident card, and can use the Union's online services.

E-residency is not citizenship and does not lead to it. An e-resident cannot vote, cannot sign a petition, and cannot stand for Vice President, because CIT-002 keeps those for citizens.

You apply for it, get it and give it up the same way as citizenship, except that you do not need an English certificate. Registry staff can take it away for serious misconduct under the conduct laws, and have to give reasons.

Notes

"is not citizenship and does not lead to it" is the sentence that earns its place. Estonia's e-residency is widely mistaken for a migration route, and people act on the mistake. Saying so in the law means the Union never has to argue about what it implied.

Withdrawal is by a registrar, not by vote. CIT-005 reserves revocation of citizenship to a vote because citizenship carries the franchise. E-residency carries no share in government, so putting each withdrawal to the whole citizenry would be out of proportion to what is being withdrawn.

No English requirement, because that requirement exists so citizens can take part in a government conducted in English under GGL-002, and an e-resident does not take part in it.
